Water Heater Permit Requirements in Anaheim

A lot of Anaheim homeowners assume that swapping an old water heater for a new one is too routine to require a permit. That assumption is understandable but wrong. Anaheim’s plumbing fixture schedule does exempt certain fixtures replaced in the same location from needing a building permit. Water heaters aren’t on that list. Every replacement, no matter how straightforward the swap looks, requires a permit.

At Water Heater Man, water heaters and water treatment are all we do. Our factory-trained technicians have been handling water heater installation, service, and permitting since 1978, so the Anaheim permit process isn’t something we figure out after the fact. It’s built into every job from the first call.

Does Every Water Heater Replacement in Anaheim Need a Permit?

Yes, without exception. The City of Anaheim grants a same-location exemption to some plumbing fixtures, but water heaters are excluded by name. A direct tank-for-tank swap in the same closet still requires a permit. So does a tankless conversion, a fuel-type change, and any unit relocation.

Beyond the plumbing permit itself, Anaheim requires a completed CF-1R energy compliance form for water heater replacements. This form documents that the new unit meets California’s energy code standards and is submitted as part of the permit package, not separately after installation.

Skipping the permit doesn’t make the requirement disappear. Unpermitted work leaves no inspection record on file with the city, which creates real problems when you sell the home or file an insurance claim after a water-related loss. Permit costs are modest. The complications of going without are not.

How the Anaheim Permit Process Works

The process splits into two tracks depending on where the unit is going. Knowing which one applies before you approach the Building Division saves time.

Indoor Replacements & Relocations

Any new or relocated water heater installed inside the building goes through a Building Division plan check. You’ll need a gas pipe isometric drawing. It is a simple schematic showing the gas line route and fittings. as part of the submittal. One exception: a dedicated gas line serving only the water heater is reviewed on site by the field inspector rather than through plan check, which can simplify the submittal package.

Exterior Installations

If the water heater is being placed outside the building, an additional step applies before the Building Division plan check. Planning and Zoning approval is required, and you’ll need to submit a site plan showing where the unit will sit on the property. This step doesn’t apply to indoor replacements. It only applies to units mounted or housed on the building’s exterior.

Who Can Pull the Permit

The owner of a single-family residence can apply for the permit directly at the Building Division counter at 200 S. Anaheim Blvd., Suite 145, without proving worker’s compensation insurance. That insurance requirement applies to licensed contractors and their employees. The owner-builder path is available under California law, but every installation standard the city enforces (strapping, relief valves, gas testing) applies the same way regardless of who pulls the permit.

What Permits Cost & What Inspectors Check

Under the fee schedule taking effect August 2026, the water heater fixture fee is $78. Permits are also subject to a $188 minimum permit fee and a $60 supplemental permit fee. Budget for roughly $326 in permit fees as a baseline, though the city may apply additional fees depending on the scope of work.

Once the permit is issued and installation is complete, you’ll schedule a Final Plumbing inspection (city inspection code 299) through the automated inspection line at (657) 571-3788. Requests made before 5 p.m. are scheduled for the following work day. A straightforward water heater replacement typically requires only this one inspection.

Inspectors confirm three things at that visit:

  • Seismic strapping: The tank must be braced and anchored at both the upper and lower third per California Plumbing Code Section 507.2. Single-strap installations don’t pass.
  • Temperature and pressure relief valve: The T&P valve must be present and must drain to a compliant location per CPC Sections 608.3 and 608.5. A valve that terminates in mid-air or drains into a pan without a proper outlet will fail.
  • Gas pressure test for new pipe runs: If any new gas pipe was installed, it must hold 10 pounds of air pressure for a minimum of 15 minutes before the inspector will approve the work.

The Building Division can be reached at (714) 765-5153 for questions about plan check status or inspection scheduling. Anaheim doesn’t publish a permit turnaround time, so same-day permit claims you may see online don’t reflect what the city itself commits to.

Why Working With a Water Heater Installer Changes the Experience

The permit fees are set by the city. The inspection requirements are written into the California Plumbing Code. None of that changes based on who does the installation. What does change is whether permitting and inspection scheduling are handled as a routine part of the job or as tasks you manage separately after the work is done.

Our technicians at Water Heater Man are factory-trained and authorized to service all major water heater brands, which matters for warranty protection. When a manufacturer’s warranty requires work performed to their installation standards, having a technician who knows those standards helps prevent the kind of install that voids coverage before the first year is up.

The real question isn’t whether to get the permit. That part isn’t optional. The question is whether to coordinate it yourself or work with someone for whom it’s already part of the process. We handle water heater installation in Anaheim and across Southern and Northern California with 24/7/365 availability. If your water heater is failing and you want installation and permitting handled from the first call, reach us at (657) 571-3788.
